I don’t understand Citizen Disputes in settlements.

There is never enough info to actually make a ruling. It's a completely arbitrary ruling without any evidence, which means it's just a roll of the dice on if you take a penalty or not. Like, even if the description kind of looks like it's pointing in a direction, it's still just an assumption based on extremely limited info and it feels bad.
