Are Settlements really such a drag?

I've only had a settlement for a few days now and hate it. It feels like the exact opposite of what the game is about, I mean it has none of the creativity of base building and you have to stick around and delegate stuff rather than go and explore.

Now Sentinels show up every time I port in. The Settlement is trash, but does it always stay trash?
